Let's extrapolate this comment into a general principle. The people who know most about how to do the work are, in general, the people who do the work. It never works when methods of work are imposed from outside. If an outside observer notices that the work can be improved, it's their job to bring that to the attention of the people doing the work, who can then come up with an improvement. There are varying skill levels within a team, of course, which is why we work collaboratively with other people who are doing the work rather than making important decisions on our own.
