Pedantic opinion. I'm not automatically in favor of small government. A dictatorship is a small government. I'm in favor of weak government.
I'm looking at you Republicans who are shrinking the government but increasing its power.

But that's the problem - monarchies, which are dictatorships, are easily destroyed by a democracy. Democracies can tax much much much more because people think they have a say - it doesn't matter if its not true ; what matters is how much the parasites can take because then they have a higher budget for purposes such as war. The monarch has to have the people on his side, or the oligarchs will kill him and rule by republic, so the monarch can never tax as hard as would be necessary to fight off an aggressive republic or democracy.
The people always rule even though they don't realize it. As Osho said, The people are retarded. That means the world follows this 3 step process.
1. Monarchies naturally get converted to republics. "We deserve a say"
2. Republics naturally turn into dictatorships of the Communist sense. "This is what we want"
3. Everybody dies because communist dictatorships don't work. "It is someone else's fault our genius plan didn't work"
How do we get retarded people to grasp that government and individual rights are incompatible concepts? That is the only way I see to break the cycle.
We're cursed with lives too short. You attain some measure of wisdom and are promptly shown the door out of this world.

It mist be a cosmic joke, how rapidly our health fails, and how dependent and indebted we are to the system that seems designed to kill us.
And education is another component, and I think it will require the most vigilance out of all the problems. The people are retarded... What are we even doing if people come out of the education system dumber than dogshit?
