This is not a client issue. Anyone can pull down notes send them to any relay using a script. This is the problem im trying to solve.

Maybe the problem isn't send these events to other relays. The problem is these events can't be send to others. The gift wrapped can fix this problem?
The whole point of this NIP is that they can’t be sent to other relays, typically because a user has explicitly stated that they only want it on a particular relay.
