yeah, even a carrington event, which is a massive EMP from the sun, would only knock out half the internet, the other half would be on the shadow side shielded by the massive core of the earth... sure it would take some time to restore many of the connections but everything that is already either underground wires or optic fibre aside from well shielded router points will keep working give or take a few fixes to the generators
