Is there a secure, open source security camera system similar to Ring but where you have sole control over the video footage?

Zoneminder is what I landed on.

Can't vouch, only heard

I think this is pretty easy to build with a small computer as well, for what it’s worth

Not open source and runs on Windows but I run Blue Iris + DeepStack AI on a VLAN that is completely separated from my secure network. I like that I can self host and functionality is superior to existing open source alternatives.

A compromise that I have decided to live with for now until open source alternative solutions catch up.

Run something over NAS and block the cam access within the local network?

You could use open protocols and build & replace your system pieces when needed.

https://www.home-assistant.io/ has a lot of integrations.

NAS hw providers have their own security cam sw systems but not sure they are open source.
