Not sure. Im guessing they leave it open so they can ‘legally’ pull info from whoever they want. I would bet Binance is at the top of the list.

Is that important to exchange in non kyc platform?

Yes. It's best If you have the opportunity to obtain in a non KYC environment. However you will usually pay a higher premium for it.
