Yes. California has lost its way in its zealotry. Control/prescribe burns generally burn at lower temperatures because they have been regularly burning away the fuel/tinder, as you so wisely recognize. They are meant to mimic lightning strikes, ordered up by the Almighty in His land management wisdom.
