In addition to what others have replied, the point of these relays is that the cost to use them deters spambots, as they’d have to pay for every pub they generate to spam the relay with.
That’s not even censoring, that’s a form of spam deterrent.
There are many other ways to deter spam, that don't involve paying anybody. Even requiring authentication deters spam.
