It’s not how much you pay but which relays you pick. You should look for one with filtering options based on region like nostr.wine, did you use it with the filtering option like this:
wss://filter.nostr.wine/npub1perqywxxy2hevx8v2l8xjpky3fvcycn6ym9ql7mmye64qm6lfrlqrehzzx?broadcast=true

There is also a website with the list of relays and some stats like uptime and ping. If I can find it back I will post it here. That note I shared is from one of the devs, in that thread should be also public relays I believe
