Wouldn't you say that every platform that involves economical transactions would be (or become) a Bitcoin based platform by that point of view? On the other hand: I'm under the impression that payed relays are, and will remain for quite some time, a niche. That would make Nostr a platform with a Bitcoin aspect. I must acknowledge my own ignorance regarding paid relays and their benefits though..
