Clients are not good enough at making relays first-class citizens to do this; I tried to make this happen but it doesn’t work yet

but you could, hypothetically, have a paid relay and clients would only connect to it if they wanted to discuss a certain topic.
of course they couldn't connect to it if they wanted to send any non-topic related note
