Tough question to answer because the *actual* problem is the US federal govt having become much too massive and powerful. It should be up to local communities/govts to determine how outsiders are received into their space. Unfortunately the US govt now largely bans local control.

Maybe quit fucking over the countries where they're from and they won't be so desperate to leave lol.
