Sounds very similar to what Delicious was back in the early 2000s, which I loved
https://pinboard.in/ is a thing that would work great on Nostr: it's personal and social at the same time. You collect links that interest you and add comments for yourself, but with enough people doing that it creates a hivemind of potentially interesting content.
The only requirement is that it is blazingly simple and fast for managing your stuff.

Yeah, Maciej, Joshua, and I all worked together at Yahoo back in 2007-2008 along with a bunch of other super interesting folks like Stewart Butterfield / Cal / and others who created Slack... Kellan and Chad who ended up running and taking Etsy public, Ed Ho who became VP Eng of Twitter, Pasha who created Polyvour... anyway it was a really creative group of folks... but all this is to say pinboard was created because Maciej was upset about what Yahoo was doing to delicious and then eventually years later pinboard acquired delicious from yahoo.
