自分の管理下にないリポジトリの更新検出するにはポーリングしかないのかな

フォークして定期的に同期して更新されていたらnostrへポスト、でどうでしょう。多分ご存知でしょうけど同期までの手順。
1. https://github.com/nostr-protocol/nips をfork.
2. `git rev-parse HEAD > last.commit`
3. git remote add upstream git@github.com:nostr-protocol/nips.git
git pull upstream/master
4. `git rev-parse HEAD > head.commit`
5. diff last.commit head.commit
6. 差分があったらあれこれしてnostrへポスト。
