by breed in this context we mean have sex, not give birth.

sure she CAN give birth but it is better to wait until the hips reach full size.

A 5 year old girl hit puberty and got pregnant and gave birth to a child. She was fine and nothing bad happened to her.

science says women with bigger hips give birth to more intelligent children ...
