It blows my mind that cell phones aren't already banned in school. It also blows my mind that getting them banned requires legislation.
Teachers, here's how you do it : dedicate one drawer in the teachers' office to cell phones. On Monday, take all phones and put them in that. Lock it with a real key. Friday afternoon, give them back.
If anyone complains, they have the option of not bringing their phone to school.
This is so simple. I know for a fact, 100℅, that this is how every school in the world outside the US does it.
Also, NPR is gross, but at least they talk about things like education.
