I meant more, “a land and its citizens”
It’s rare for the humans living in a geographic region to endorse the use of violence against humans living elsewhere, unless their immediate safety is threatened.
Yet the people in power/in control of a given region are all-too-willing to employ violence against humans living outside (and sometimes within) their territory.
I’m not disagreeing with you on this btw, I’m just speaking (perhaps a bit too) generally
