How so? Is there voting for merging NIPs or something, and does every dev have a vote?
AFAICS it's as close to pure anarchism as you can get.
The only requirement is NIP-01. You can be your own 'democratic society' of one, if you wish. The protocol won't help you or hinder you. If you fork NIP-01, you can be even more 'democratic' to yourself.
