Haven't dug into it yet, but the most obvious standout would be the code wheel cipher
plus the first few frames possibly give some clues.
The narration in the vocal track is another possible clue, with reversed audio.
There were also clues given out on the radio. Unfortunately, that program isn't available online anymore.
"You Can Ignore The Music"
But basically, you've got it.
Clues:
1. The backward audio says, "you can ignore the music."
2. The code must be deciphered.
3. You can figure it out from the still image alone.
and to do it in the most fun way, imported and textured map to meshes in blender to operate the code wheels

Don't know if the clock hands have any importance, but added a couple meshes just to track them or line up the wheels

Well. "reset the clock or seal your fate" a warning to move the clock to the 12 position i guess.
