1) Is there any way to check a mint's BTC to Ecash ratio without trying a bank run?

2) Linked to that. If Alice, Bob and Tom run mints but Tom is minting unbacked Ecash. Can Alice and Bob accept multimint swaps between them but exclude Tom's crap?
