Nearly have everything ready to launch our nostr.wine relay locally in 🇯🇵

This should improve latency for our friends in the east. There will be no required changes on the user side. Our load balancer will automatically route nostr.wine requests to the nearest server.

If this is popular and works well we can launch additional relays globally dispersed so that all of our nostr.wine users can have a ⚡️🍷 experience.
