How you will get something done is secondary to why it needs to be done
Depends on what you're trying to answer?
Why does the car go the store? Because it was driven there.
How does the car go to the store? Magical engineer spluf 🧚
I think why is more important and comes first. You can’t do how properly without knowing why.
There can be many hows possible for the well understood why.
Just my two pennies worth Matata!
The how is dependant on the why. I think why is more important ie doing it for the right reason
