You can start a new coin on Bitcoin tech using "Bitcoin scarcity logic". Just fork the existing chain no need for even a new Genisis block.
It's what I would do if a few were to gain "unimaginable economic power" and I didn't. Why use the chain of the powerful? My fork will become real popular real soon with the down and out masses.
That's why markets will make a consensus that only one should be chosen. Indeed, they already did and it is Bitcoin.
