the bitcoin board is different than the nostr board? Your statement is 100% false, I know at least 4 people on the nostr board doing or funding nostr stuff.
The board is on the website. Only ones doing nostr stuff is odell and gigi arguably.

I could give you more names but I didn’t realize it was so secretive.
There's the sub boards for different topics but they are just for recommendations afaik, they don't have any final say.
So the final say comes from someone personally invested in primal. I feel much better.
