Most phones sold here in germany are unlocked by default, unless you specifically buy them through a cellular contract - where locks still apply, which makes sense, somewhat. I like to buy my devices in one go and upfront so I don't have to bother with monthly fees - it's easier to keep track of expenses, when there are only very few of them. :)
