that 2nd method, reporting a post; this is not a function available in Primal? seems to be adopted by Amethyst but I cannot find this in Primal.

sigh.

There's almost no point of muting a user if you see them spamming all over your notifications.

yo, please see thread. @primal might be difficult for people to sift through real activity if notifications being spammed even if muting offending users.
