It is a non-hereditary (of course) monarchy - think Holy Roman Empire or Polish-Lithuanian commonwealth - where the aristocracy (Cardinals, in this case) are the electors.

I did’t think about wars. I find the constrast in conduct funny in the video. And now that you mentioned war, I cannot stop thinking how war is contrast. „How dare you to go there“ is funny. But not if it‘s real.
