I really don't know if he is so dumb that he doesn't get it, or if he just doesn't care...
It doesn't matter what they promise...
It might even be true that he won't take advantage of the bardly written provision, but doesn't he realize that he isn't the only one in government?! Doesn't he realize he won't be there forever?!
"We don't need it to say what we're not going to do"... Why the fuck not?! That would be the clearest way to be clear that those thing's will not happen (as long as they don't change the law/their mind)
