That's true, and it's not like books and plays and other materials didn't exist before copyright, and there was absolutely still reason to create them. In modern times, the internet is the perfect example of
a system that promotes copying in all forms, and provides instant distribution for modified content. As such it's futile to try and prevent this from happening with any kind of legislation.
