It’s interesting stuff for sure. My understanding of it was using DBD for adjusting flight control surfaces (i.e. replacing heavy flaps and rudders) as covered by this thesis for example:

Less so for actual propulsion as thrust is considerably lower than traditional methods. (Perfect for the vacuum of space though, hence NASA’s research and deployment of the tech).
