Make it more profitable for the Mexican government and the Mexican people to get rid of the cartels and push out the Chinese. Make deals the way Trump did in the middle east with the Abraham accords.

Or perhaps you think you can convince every nation its just the "right thing" to always defend the U.S. against their own self interests.
