Without knowing any details I’m not drawing any conclusions but I’m pretty sure it has nothing to do with central banking.
Unless the reason she want to die is to get out of paying back a loan or something. Even then, it’s unlikely to be anything to do with central banks, more likely a high street bank.
You can't separate high street banks from the central bank and the State. It's one single system.
