The implied violence is not directed at the people of the country, or even the government. It is based on the assumption that the Cartels cannot be dealt with through democratic negotiation. If they could be convinced to get into growing avocados and agave, and get out of the human trafficking and drug business, then so be it.

But if you know anything about who they are, how they came to be, and what their profit margins are, it is very unlikely they can be stopped without violence. As for your responses, take more time with them.
