I would start my research with Umbrel, Raspiblitz, Mynodebtc, RaspiBolt or Embassy. A couple of guides:

You don't have to use Raspberry Pi for the build, some cheaper option like Lenovo tiny M700 or Dell Optiplex, instead.

Connect to Electrum on PC, BlueWallet/Blixt on phone.
