If you don't care about it being nostr-based, this already exists. It's called #FreeNet.

Freenet is a P2P oriented alterative to Tor. You can provide basically any webservice on Freenet but it’s not focused on leaking data securely.

Tor is about hiding your IP address. It doesn't store data. Freenet is a distributed data store.
