Two reasons Congress constantly tries to pass new laws:

1) To justify their own existence at the expense of taxpayers / dollar holders — a form of LARPing.

2) To give kickbacks to the powers that got them elected, on which their cushy lifestyles depend.

3) To signal to their constituents that they're making good on campaign promises by grandstanding on a controversial bill that has no chance of passing.

I’d consider this part of 1)

4) to maintain the illusion of their necessity.
