They have an incentive to create slightly more problems than they solve. This allows them to justify constant growth of the bureaucracy.

That's my point: they aren’t interested in offering better services.

That's why there shouldn't be a monopoly on the services the state provides. Open it up to competition, voluntarily chosen and paid for, so that you can get better service.
