I’ll give the example of business owners from regions without over bearing rulers. The business owner is the organiser. And rules a company of a well armed population. They employ the citizens and need to keep it balanced without force otherwise the business won’t thrive. This also goes into economic balance like the Nordic system of Socialised Capitalism.

The whole idea will need to be focused on a moral position. There won’t be a political answer to moral issues.
