Today, I heard the phrase " registered bikes"? So is the state getting ready to confiscate them or tax them?

It's probably so the police can identify a stolen bike and track down the owner.
Do you suppose thats voluntary?
I have only heard of it being voluntary, but I guess it depends on which State it is...
