1. Not all #Bitcoin is traceable and as your friend said, LN (if used correctly) is on the same level of privacy as the shirtcoin you're shilling.

2. Any transaction, fiat, Bitcoin or monero (or any other shirtcoin for that matter) can be blocked at any exchange. They are private entities.
