It's a ridiculous title... human rights are basically rights of autonomy, or stating things that other can't do to you or force you to do. People say adsurb shit like: healthcare is a basic human right, implying that it is your God given right that someone build a hospital, train staff, and provide healthcare services for free.
TLDR: noone can force you to do anything, and conversely you can't force anyone else to do anything for you
