Why is NIP-72 making a comeback and what changed everyone's mind about it?

They are updating it. With kind 11 and zappabilty (group owner npub).

Moderation is still the same issue it seems.

Mostly because it is extremely easy to implement. All the other proposals require a lot of work, especially on the member management side.
