and now he's talking about how risky it is to not rapidly build quantum resistance and do hard forks

anyway just use segwit and don't re-use addresses and you don't have to worry about quantum.

Segwit and pubkey hash spends are vulnerable for the time that they are in the mempool, awaiting confirmation, because they reveal the public key, but haven't yet entered the UTXO set.
