I don't know why you are surprised that the German government is selling bitcoins stolen by themselves.

This same government has flooded Germany with illegal immigrants.

This same government has given up nuclear energy.

This same government has screwed up security in the streets.

And so on and so on...what they do is normal for them, they always take the option that is most detrimental to national sovereignty and the interest of their citizens.
