Look at it like this. One was tasked with initiating the plan. The other tasked with continuing it. Each side will blame the other side, and be at each others' throats (as usual), meanwhile, all are complicit and just sitting back laughing at everyone for being mad at the wrong people. Sort of like literally everything political. Its designed to keep us fighting each other and looking to the 'right guy' to save us all from the other guy. Its similar to how we got the Patriot Act and the NDAA. The right brings in new tyranny, then the left runs with it. And again, both sides bicker over who is to blame, when both sides are to blame. I've recent seen this referred to as a Forced Pendulum swing.
