Reporting to a central authority is probably censoring.

Reporting things as spam or categorizing something NSFW that wasn't labeled properly is helping others to be able to get signal on something. In this case, since everything is mostly decentralized, that signal is able to be used by those that choose to use it to better their own experience using the protocol.

Don't conflate things that are not the same in fiction just because they are the same in name.
