At the time, it was both a response to Jewish communism in Russia, and the most expedient way to help the German people recover from economic devastation. It was socialist in the ways that they helped the German people, for example paying off 25% of their mortgage for every German child they had (free house and a medal if they had 4 kids).
I'm not a socialist but there's no denying that switching from Jewish communism to German socialism constituted an economic miracle for Germany in a very short time.
