This isn't a bad idea. Shit, I don't even need the zaps to come to me. I'll donate them.
They could also check follow lists and require the fee for sending to npubs that don't follow the sender.

Some kind of bot that just spam replies form loads of different npubs. Got me the other day and had to laboriously mute loads of accounts 😡
