Where lightning fails is when trying to send an entire balance from one wallet to another. I don’t want to keep dust in 100 different wallets. I should have the option to fund the fees separately or deduct from the amount being sent to sweep a wallet. Also seems different wallets require different amounts.

Thoughts? Tips?

ah, you mean like the issue of remnant sats left in a retired wallet due to min transaction fees?

— proposed solution being to draw the fee out of the receiving wallet instead?

Exactly. Or allow that as an option. Payment of fees by the receiver or sender. Or the option of deducting fees from the total amount if the sender is ok with less than the total.
