No. Only a very small percentage of people will start using these tools. Most of them would just give in, thinking that the govt. is doing the right thing.

But aren't they chosing to get rugged? You can't stop people from doxing themselves? This atleast drives incentives for those on the edge?
It would, for a very very small percentage of people. I personally don't know anyone from my friends, family and colleagues, who uses a VPN. It's very hard to find people who prioritizes privacy, atleast in our country.
But you're right, it would be beneficial for someone on the edge.
But maybe, just maybe, that would kickstart the network effect?
